For Foreign Patients Without Japanese Public Health Insurance
If you are a foreign national without Japanese public health insurance (such as a Health Insurance Card) and wish to receive medical care at Kishiwada Tokushukai Hospital, please note the following:
To ensure that all patients receive safe and appropriate care, all self-funded (private pay) patients without Japanese insurance are required to receive support from our officially affiliated medical support company.
We do not allow support or interpretation from individuals or organizations not designated by our hospital.
Unfortunately, we have encountered instances where third-party coordinators or interpreters falsely present themselves as family members in order to access hospital services. Such actions compromise patient safety and disrupt hospital operations.
In recent cases, patients accompanied by unauthorized agents have requested full health check-ups through our emergency outpatient department, even though their condition was not urgent. Please understand that our emergency services are reserved strictly for urgent and acute care.
If you are not in an emergency situation, please contact our official medical coordination partner before visiting the hospital.
Walk-in visits without prior coordination will be declined, and patients will be referred to our partner organization for proper arrangement.

Pre-treatment Consultation
Consultation for Treatment in Japan
If you are an overseas patient seeking treatment at Kishiwada Tokushukai
Hospital, our specialists will review your case to determine whether we can accommodate your
treatment needs.
Since reviewing your medical history and treatment records takes time, we require a consultation
fee. We will provide a response within approximately two weeks after confirming receipt of the
required documents and the consultation fee.

- Examination Data (excluding images) – Original document with Japanese or English translation

- Image Data (if available) – Must be saved in DICOM format and sent via CD-ROM. (We do not
accept email attachments or large file links.)

Important Information
- This consultation is to determine whether we can accept your case for treatment from
overseas. After the review, it is possible we may not be able to offer treatment.
- This consultation only assesses the possibility of treatment based on the information
provided and does not include any medical advice or recommendations for examinations or
treatments.
- If we determine that treatment cannot be provided, the hospital cannot assume responsibility
for the patient’s current or future medical situation.
- If you do not schedule an initial appointment within three months of your application, the
consultation process will be terminated, and the consultation fee will not be refunded.
- If a new consultation is needed, you must submit updated medical history, examination data,
and image data, and pay the consultation fee again, as your condition may have changed.
Preparing for Your Initial Consultation
- If we accept your case and you wish to proceed with treatment,
patients from non-visa-exempt countries
(see the Ministry of Foreign Affairs’ list
of visa-exempt countries must obtain a medical stay visa through a guarantor agency.)
- The cost of the initial consultation must be paid on the day, either in cash or by credit
card.
- After your initial consultation, we will provide an estimate of the medical costs based on
the expected examinations and treatments.
- Treatment will begin once the estimated costs are paid and we have confirmed the payment.

Second Opinion Services
At Kishiwada Tokushukai Hospital, we offer in-person second opinion
consultations. Please note that we do not provide online second opinions; all consultations must
be conducted face-to-face.
Process for Requesting a Second Opinion
- Patient Request: The patient submits a request for a second opinion.
- Send Medical Records: The patient’s medical information must be sent in advance via EMS.
- Schedule Visit: We will coordinate with the patient to find a suitable date for their visit
to Japan.
- Confirm Appointment: We will arrange a time with the appropriate physician and notify the
patient of the appointment date and time.
- Visit the Hospital: The patient attends the scheduled consultation at our hospital.

A second opinion is not about changing doctors but rather seeking advice from multiple doctors
while maintaining a good relationship with your primary physician. With the rapid advancements
in medical science, there are often multiple treatment options for any given condition, and
different doctors may have different perspectives. Furthermore, the quality of care and medical
technology can vary between hospitals and doctors. Seeking a second opinion allows patients and
their primary doctors to make a well-informed decision about the best possible treatment plan.
While the second opinion might confirm your current doctor’s approach, it could also lead to
considering alternative options or, in some cases, changing doctors. The growing awareness of
patients’ rights and the desire to avoid medical errors has led to an increased demand for
second opinions. Understanding potential risks and alternative treatments is crucial before
undergoing any procedure, and seeking a second opinion is an important part of that process. Not
only does it protect the patient’s rights, but it also helps doctors avoid misdiagnoses,
benefiting both parties.

Japanese or English. We accept only physical documents, and digital files or emails are not
permitted.
